For swimwear founders, the timing could not be worse. You are probably mid-development on your 2027 season. Your factory is quoting recycled nylon, chlorine resistance, and four-way stretch. California AB-1817 took effect January 1, 2025, banning "regulated PFAS" in textile articles, defined as either intentionally added PFAS or PFAS present at or above 100 ppm total organic fluorine. That threshold drops to 50 ppm on January 1, 2027. New York's PFAS-in-apparel ban took effect January 1, 2025, with a further restriction on outdoor apparel for severe wet conditions from January 1, 2028.

And then there is the EU. REACH Annex XVII Entry 79 caps PFHxA in textiles at 25 ppb starting October 10, 2026. That is not 25 ppm. That is 25 parts per billion. The threshold is strict enough that even trace contamination from shared dye equipment could push a batch out of compliance.

What exactly are PFAS, and why were they in swimwear?

PFAS (per- and polyfluoroalkyl substances) are a class of synthetic chemicals prized for their ability to repel water, oil, and stains. In the apparel industry, they have long been valued for enhancing fabric durability and performance. For swimwear, that meant faster dry times and resistance to pool chemicals.

The problem is persistence. Often referred to as "forever chemicals," PFAS are highly persistent in the environment, where they can contaminate drinking water, soil, and wildlife. Once in the body, certain PFAS compounds bind to serum proteins and remain for years. The concern is not acute toxicity from a single swim. The concern is chronic, cumulative load from repeated exposure across multiple product categories.

Swimwear sits in a uniquely problematic position. The garment contacts skin directly. It gets wet. It stays on for hours at a time. And until 2026, almost nobody was testing swim fabrics for PFAS presence because nobody was required to.

Does my swimwear factory need to reformulate now?

Yes. If your factory is using any fluorinated DWR (durable water repellent) chemistry on swimwear intended for California, New York, or EU markets, that chemistry must be replaced before October 2026 for EU sales and should already be replaced for US sales.

For the fashion and textile industry, compliance is no longer a future concern. Brands and manufacturers operating across multiple markets now face overlapping requirements with different timelines, thresholds, and exemption structures. Consumers are also more aware than ever of the risks associated with PFAS.

The challenge for founders: most swim factories do not volunteer this information. They quote fabric composition and stretch percentages. They quote chlorine resistance. They rarely quote the specific chemistry of their finishing treatments. You have to ask.

What to request from your factory

Testing runs $150 to $500 per sample. SGS, Intertek, and Bureau Veritas all publish total organic fluorine and targeted PFAS panels. That is a small cost relative to having a container of suits held at port.

What about microplastics and skin absorption?

This is where the science is still developing, but the direction is clear. Swimwear releases microfibers directly into the water while we wear it. Not just during washing. But while swimming itself.

A 2024 field study in Arizona measured the impact directly. During peak afternoon activity hours, the microplastic concentration in the river surged to eight times the morning values, from 27,798 to 222,391 particles per cubic meter. In nearby apartment pools, up to 254,574 particles per cubic meter were measured.

For skin absorption, the picture is nuanced. Intact skin is a strong barrier against particles: most microplastic-sized fragments (1 to 5,000 micrometers) cannot pass through the stratum corneum. However, the chemicals carried by microplastics (BPA, BPS, phthalates, PFAS) absorb through skin readily.

The University of Birmingham study from 2024 added critical detail. Researchers published the first experimental evidence that chemicals used as plastic additives can leach out of microplastics and into human sweat, where they become available for absorption straight through the skin and into the bloodstream. Using 3D human skin models, the team found that as much as 8% of the chemical present could be taken up by the skin over a 24-hour exposure window. Critically, more hydrated (sweatier) skin absorbed significantly more than dry skin did.

Swimwear is worn wet. That is the point. The absorption pathway is most active precisely when the garment is in use.

Is recycled nylon a solution?

Partially. Recycled nylon (ECONYL and similar) addresses feedstock ethics. It diverts ocean waste and post-industrial scraps from landfills. That is genuinely good. But it does not change the fiber's fundamental nature.

Most modern swimwear is made from synthetic materials such as polyester and nylon derived from petrochemicals. Even swimwear made from recycled plastic bottles is still technically plastic, meaning you are potentially still shedding microplastic fibers into the sea from your bikini.

Recycled nylon still sheds. Recycled polyester still sheds. The recycling process does not alter the molecular structure of the polymer. What changes is the origin story, not the endpoint behavior.

For founders, recycled nylon is a defensible choice for brand positioning. Just do not confuse it with biological compatibility. The fiber is still plastic. The shedding is still real.

Dubai functions as a sourcing hub rather than a manufacturing center for swimwear. The city's position between Asian production and European markets makes it valuable for logistics and trade relationships.

Consider a founder launching a modest swimwear line from Dubai, targeting GCC markets and EU export. Her factory in China quotes recycled ECONYL with a chlorine-resistant finish. The price is competitive. The MOQ is 500 units per colorway.

Before she signs the PO, she needs to verify three things:

What about natural fiber swimwear?

Natural fibers solve the microplastic problem. They do not solve the performance problem.

These materials absorb water, can lose shape, and typically do not offer the same stretch. That is why they are less common, but when done well, they are one of the best choices from a material safety perspective.

Organic cotton swimwear exists. Hemp swimwear exists. But both require either (a) accepting limited stretch and slower dry times, or (b) blending with elastane, which reintroduces synthetic content. There is no perfect solution today.

Bio-based nylon offers a middle path. Derived from plant sources like castor oil or corn starch, bio-based nylon provides synthetic performance with non-petroleum feedstock. You can spec recycled nylon. You can spec chlorine resistance. You can spec four-way stretch and 95% shape retention. And your factory can deliver all of that using fluorinated chemistry that will make your product unsellable in California, New York, and the EU by the time it reaches retail.

The fix is simple but requires initiative. Ask for finish chemistry disclosure. Request third-party test reports. Specify compliance thresholds in your PO. And build the additional testing cost into your landed cost model.

Fabric is not neutral. It is part of your biological environment and your regulatory environment. The founders who understand both will build brands that survive 2027. The ones who do not will be stuck with inventory they cannot sell.
