Why your bulk shipment never quite matches the sample you approved
Approved samples are made by senior technicians using carefully selected fabric yardage. Bulk production uses different operators, different dye lots, and assembly line processes that introduce natural variation. The gap exists because a sample proves a product can be made once while bulk proves it can be repeated at scale. Controlling for fabric lot consistency, sealed sample protocols, and inline inspection is how you close the gap.
Why does bulk production look different from the sample I approved?
The sample you approved was made by one or two senior technicians who spent hours on a single garment. Bulk production is made by dozens of operators on an assembly line, each handling one operation, moving at production pace. That structural difference is the root cause of nearly every sample-to-bulk mismatch I have seen in fifteen years of running garment production.
Most brands assume a factory is simply photocopying the sample. We are not. We are reverse-engineering it into a repeatable process that can run at scale. The sample proves the garment can be made. Bulk proves it can be made consistently, a thousand times, by different hands, with fabric from a different dye lot than the roll your sample came from.
What actually changes between sample and bulk?
Fabric lot variation
Your development sample probably used yardage we had on hand, maybe a few meters left from a previous order. When we order bulk fabric from the mill, it comes from a fresh dye lot. Even if the composition and nominal weight are identical, the new lot can differ in shade, width, stretch behavior, surface hand, or shrinkage response.
The color difference is measurable. We use a spectrophotometer to check Delta E values. A Delta E under 1.0 is invisible to the human eye. Most brands accept 1.0 to 1.5. Anything above 2.0 usually triggers a re-dye or a claim. If your tech pack does not specify a Delta E tolerance, you are leaving the call to us.
Operator skill distribution
In sampling, one master technician handles everything. In bulk, the garment moves through thirty or forty hands. One operator attaches the label. Another sets the zipper. Another topstitches the hem. Each operator follows the master sample, but stitching tension, seam alignment, and thread trimming all vary slightly from station to station.
The sample is the song. Bulk is the cover version performed by a different band every shift.
We train operators on the sealed sample before bulk starts. We run a pilot batch. We inspect the first hundred units. But variance is inherent to the process. Your job as a brand is to decide how much variance you will accept.
Trim and accessory substitution
The zipper on your sample came from a specific supplier lot. The bulk order might use a different shipment from the same supplier, or a substitute if the original is back-ordered. The same applies to buttons, elastics, drawcords, and labels. We aim for identical, but identical across 10,000 units is harder than identical across one.
Why does the sealed sample matter so much?
Once you approve the pre-production sample, we seal it with a tamper-evident tag. One copy stays with you. One stays on our floor as the master reference for quality control inspectors during the entire production run.
The sealed sample is your only objective benchmark once bulk starts. Without it, every dispute becomes subjective. With it, we can hold a bulk unit next to the standard and measure the gap. The seal ensures the factory cannot modify the sample after approval. If the tag is broken, the sample is compromised.
I have seen brands skip the sealing step to save a few days. Every time, it costs them in claims and rework. The seal is not bureaucracy. It is the contract.
How do I prevent bulk from drifting away from the sample?
Lock the fabric lot before cutting starts
For orders under 3,000 meters, most mills can run a single dye lot. Larger orders may require two or three lots. If you are running multiple lots, request shade banding: all units of a given colorway should be cut from the same lot. Specify this in your purchase order, not after the fabric ships.
A swimwear founder I work with out of Burleigh Heads learned this the hard way. Her first bulk order was 2,500 units across five colorways. She did not specify single-lot cutting. When the shipment arrived at Port of Brisbane, two colorways showed visible shade variation within the same SKU. The retailer rejected those two colorways. She lost 40% of the order value on a technicality she could have prevented with one line in the PO.
Inspect inline, not just at the end
Final inspection happens after the garments are packed. By then, changes are impossible. Inline inspection happens during production. If an operator is drifting off spec on day two, we catch it on day two, not day twelve.

Use a TOP sample as a mid-production gate
Once bulk production is running, we pull random units off the line as TOP samples. We send them to the brand for comparison against the sealed standard. If the brand spots drift, we adjust before the run finishes.
TOP samples are not a formality. They are your mid-production checkpoint. If you wave them through without comparing to your sealed sample, you are flying blind until the container lands.
What should I actually specify in my tech pack to close the gap?
Most tech packs I receive are missing three critical tolerances:
- Measurement tolerance per point. Without this, I decide what counts as passing. Most brands accept plus or minus 1 cm on body measurements, plus or minus 0.5 cm on critical points like waistband and inseam.
- Color tolerance (Delta E). Without this, I default to 1.5. If you need tighter, say so.
- Fabric shrinkage post-wash. If your sample was pre-washed and your bulk fabric is raw, the finished measurements will not match. Specify whether bulk should match sample measurements pre-wash or post-wash.
I have worked with brands launching from Gold Coast who send gorgeous mood boards and incomplete tech packs. The mood board tells me the vibe. The tech pack tells me how to build it. If the tech pack is thin, I am guessing. And when I guess, I might guess differently than you would.
What happens if bulk fails to match and I reject the shipment?
Inside the factory, rejection is expensive
If you reject a shipment for quality variance, we have three options: rework, re-cut, or negotiate a discount. Rework is possible if the issue is cosmetic, a missed thread trim, a crooked label. Re-cut is necessary if the issue is structural, a shifted panel, a wrong measurement. Negotiation happens when neither party wants to eat the full loss.
Most factories will rework or discount rather than lose the relationship. But if the root cause was missing specs in your tech pack, expect pushback. We can only hit a target you define.
For brands, rejection is also expensive
A rejected shipment means delayed launch, missed sales windows, and strained retailer relationships. I know founders who have turned down wholesale orders because they could not guarantee delivery after a bulk rejection. The downstream cost often exceeds the garment cost.
The better move is prevention. Tight specs, sealed samples, inline inspection, TOP sample review. These steps cost time upfront. They save money downstream.
Why do some factories match better than others?
Process maturity
A factory with ISO certification has documented procedures for sample-to-bulk handoff. A factory without it relies on tribal knowledge. Tribal knowledge works until the senior technician who made your sample goes on leave during bulk production.
Investment in inline QC

What does a good pre-production approval process look like?
Here is the sequence I recommend for any brand placing their first order:
- Development sample. We make the first version based on your tech pack. You identify everything that needs to change.
- Fit sample. We incorporate your feedback. You test fit on your target body.
- Pre-production sample (PPS). We use bulk fabric and bulk trims. This is the final gate.
- Sealed sample. You approve the PPS and seal it. One copy stays with you, one with us.
- Size set. We produce one unit in every size for grading verification.
- TOP sample. We pull random units during bulk for mid-production review.
